This training program is specifically designed for those who own, manage, or work in establishments that serve and/or sell alcohol. Responsible alcohol service education is extremely important for all workers in this industry.
As of July 7, 2022, this course is Approved by the Oregon Liquor & Cannabis Commission.
In 1985, Oregon became the first state in the country to require training for all of its alcohol servers. The idea did not come from government -- it came from the hospitality industry itself. Oregon's restaurant association sponsored legislation which established mandatory server education for owners and employees of licensed businesses that serve alcohol by the drink.
Service permits are required for servers (i.e., waitstaff or bartenders) who work for a business that allows customers to drink alcoholic beverages on the premises; managers who directly supervise servers who mix, serve, or sell alcohol to customers for drinking at their premises; owners who mix, serve, or sell alcohol or manage services at that business; and any person who fills growlers. Applicants must be at least 18 years old and pass an alcohol server education course. Oregon was the first state in the country to require all alcohol servers to be trained. The purpose of the course is to enhance public health and safety by developing the knowledge and skills that support responsible alcohol service.

Once you complete this course and pass the review exam, you’ll receive a Certificate of Completion. This certificate is required to move forward with your OLCC permit application.
As of March 31, 2025, the Oregon Liquor and Cannabis Commission (OLCC) requires all alcohol server permit applications and renewals to be submitted through its Cannabis and Alcohol Management Program (CAMP).
CAMP is the official OLCC online portal for all service permit activities. It’s where you’ll submit your permit application, upload your ID and Certificate of Completion, take the state exam, and access your permit status and temporary permit.

If you applied between March 30, 2020 and March 31, 2025, you’ll need to use the Permit Access Code Request Tool inside CAMP to link your previous application to your new account. A guide is available here: Access Code Guide
After submitting your application and passing the CAMP exam, you’ll receive a Temporary Permit while your full application is reviewed. This is the only time you’re legally allowed to begin working. All communication and test access will happen within CAMP.
